Open the DMZ Feature in your router (google it) ...
for setting the ip address ( must be static )
Open network and sharing center
Open ur active netword
click proprieties
internet protocol version 4 (TCP/IPV4 ) Click on it 2 times ..
check Use the following ip address instead of obtain an ip address automatically

IP Address : add you local ip adress
gonna be 192.168.1.x
subnet mask : check you router for it
most of the time is 255.255.255.255 or 255.255.255.0
default gateway : the ip u use to access ur router panel
most of the time is 192.168.1.1

then
check use the following DNS addresses
preffered DNS make it as the default gateway
which is gonna be 192.168.1.1 or what ever ..
leave the alternative DNS blank
::::::::::::::::::::::::::::::::::::::
then click advanced
go to ip address
click add
then add you static ip and the same subnet mask u added before ..
then click ok > ok > ok
and you are done ..
